Passengers traveling with pets must be in compliance with requirements mandated by current laws, the Love Field Airport Rules and Regulations, and the individual airline requirements.
The Americans with Disabilities Act (ADA) is the Federal Law that applies to “Service Animals”. Service animals are limited to dog and small ponies. The Air Carrier Access Act (ACAA) 49 U.S.C. § 41705) is the Federal Law that applies to Emotional Support and comfort animals. It was modified on January 1, 2021. Key changes to the Act are listed below:
- Defines a service animal as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability.
- Allows airlines to recognize emotional support animals as pets, rather than service animals. Please check with your airline to determine their individual policy pertaining to travel with animals.
- Permits airlines to limit the number of service animals that one passenger can bring onboard an aircraft to two service animals.
- Allows airlines to require passengers with a disability traveling with a service animal to complete and submit to the airline a form, developed by DOT, attesting to the animal’s training and good behavior, and certifying the animal’s good health.
- For flight segments of eight hours or more - Allows airlines to require passengers to complete and submit a DOT form attesting that the animal has the ability either not to relieve itself on a long flight or to relieve itself in a sanitary manner.
- Allows airlines to require that service animals are harnessed, leashed, or otherwise tethered onboard an aircraft and includes requirements that would address the safe transport of large service animals in the aircraft cabin.
- Specifies the circumstances under which the user of a service animal may be charged for damage caused by the service animal and addresses the responsibilities of code-share partners.
- Carriers may require individuals traveling with a service animal to provide a U.S. Department of Transportation Service Animal Air Transportation Form.

SEC. 5-53. BRINGING PETS INTO TERMINALS PROHIBITED; EXCEPTIONS. It shall be unlawful for any individual to bring into any terminal or terminal extension located at either Dallas Love Field or Dallas Executive Airport any pet other than a seeing-eye dog or a pet traveling by air. (Ord. Nos. 12856; 24859)
SEC. 5-54. INSTALLATION OF SIGNS ABOUT PET RESTRICTIONS. The director of aviation shall cause signs giving appropriate notice of the pet restrictions to be installed at prominent places at Dallas Love Field and Dallas Executive Airport. (Ord. Nos. 12856; 24859)
Airport Rules & Regulations
7.12.4. Persons who bring an animal into the Airport, including the Terminal shall clean up after said animal and may be held responsible for all costs incurred by the airport in cleaning up after such animal.
Persons who fail to clean up animal waste are subject to citations and fines. The person responsible for failing to clean up after their animal will be billed for expenses incurred by the airport to clean up the waste.
